Singapore Opens Applications for Additional LNG Bunkering Licences

The Maritime and Port Authority of Singapore (MPA) has opened applications for additional licences to supply liquefied natural gas (LNG) as a marine fuel in the Port of Singapore.

2The licence application is open to both existing LNG licensees and new entrants. This call follows the recent updates to the Singapore LNG bunkering licensing framework and standards, which now include the provision of sea-based LNG reloading and the supply of liquefied bio-methane and e-methane in the Port of Singapore.

Key Licensing Requirements

Licensees are required to implement end-to-end LNG bunkering supply arrangements, which include securing LNG supply, demand planning, cargo transfers operations, storage and safe handling of LNG, as well as the sale, supply and delivery of LNG fuel to vessels in Singapore.

Licensees are required to own or charter at least one LNG bunker vessel (LBV) for the entire licence period. The LBV must be registered with the Singapore Registry of Ships and comply with MPA’s Standards for Port Limit LNG Bunker Vessels[1].

To support international shipping’s decarbonisation efforts, applicants are required to submit a proposal detailing their technical readiness to supply LNG fuels with lower lifecycle greenhouse gas emissions, such as liquefied bio-methane and e-methane. The proposal should also cover intended supply pathways and sourcing arrangements.

Trump seeks to reshape Asia’s energy supplies with US gas | Cruise Ship Jobs

When President Donald Trump sat down to lunch with his Japanese counterpart this month, talk turned quickly to how Tokyo could help realise a decades-old proposal to unlock gas in Alaska and ship it to U.S. allies in Asia.

Trump and his energy tsar Doug Burgum framed the venture as a way for Japan to replace Middle East energy shipments and address its trade imbalance with the U.S., according to two officials briefed on the closed-door talks.

Japanese premier Shigeru Ishiba – eager to ensure a positive first meeting and stave off damaging U.S. tariffs – struck an optimistic note about the Alaska LNG project despite Tokyo’s doubts about its viability.

Ishiba told Trump and Burgum that he hoped Japan could participate in the $44 billion project, said the officials, granted anonymity due to the sensitivity of the talks.

Trump repeatedly mentioned the project in his public remarks after the lunch. Ishiba did not, and there was no reference to it in the official readout of the talks.

Reuters interviews with more than a dozen people, including current and former U.S. and Asian officials, show how the Trump administration is moving to recast economic relations with East Asia by binding regional allies to Washington through increased investment in American fossil fuels, particularly LNG.

ENGINE: East of Suez Bunker Fuel Availability Outlook | Crewing Assistance

 Singapore and Malaysia

Bunker demand has risen in Singapore this week, according to a source. VLSFO availability remains tight, with recommended lead times of around 11 days. Some suppliers can fulfil orders with shorter lead times of around five days, though these typically come at a higher cost.

HSFO supply is also limited, requiring lead times of 7–14 days, similar to last week. By contrast, LSMGO is more available, with steady lead times of 5–8 days.

Data from Enterprise Singapore shows Singapore’s residual fuel oil stocks have averaged 7% higher this month compared to September. Fuel oil imports have surged by 48%, adding 2.33 million bbls, while exports have risen by 991,000 bbls, leading to a stock buildup. Middle distillate stocks in the port have dropped by 10% this month, reaching 9.60 million bbls—the lowest since June.

At Malaysia’s Port Klang, VLSFO and LSMGO supplies are ample, with some suppliers offering prompt delivery for smaller volumes, though HSFO availability remains tight.

Vitol Bunkers takes delivery of first biofuel barge in Singapore | Maritime Crew

Vitol Bunkers said Feb. 22 it has taken delivery of its first biofuel bunker barge, the Marine Future, at the port of Singapore, paving the way for the company to expand its footprint in the marine biofuels market in Asia.

“The addition of this specialized IMO type 2 notation bunker tanker to the V-Bunkers fleet will uniquely make it possible to supply biofuel blends including B24, B30 and up to B100, depending on customer specifications,” the company said in a statement.

“Should there be demand, this vessel can also be re-configured in the future to supply methanol,” Mike Muller, head of Vitol Asia said.

Built in China, the Marine Future is 102.6 m in length and has the capacity to carry about 7,000 mt of biofuels, Vitol Bunkers said.

The current fleet of bunker tankers in Singapore are classified as ‘oil tankers’ and are therefore restricted to a maximum 25% bio component in biofuel blends. This new bunker tanker has no such restriction and can deliver bunker fuels consisting of 100% bio component, or B100, the company said.

In December 2023, Vitol said it had successfully completed its first biofuel delivery in Fujairah. The fuel was sourced from its Fujairah-based refinery FRL and blended with regionally-sourced biofuel at VTTI storage facilities.

Increase in LNG imports highlights Brazil’s impact on prices

The growing weight of Brazil in the global LNG market has been a driver in a push for more price transparency in the region, particularly amid the backdrop of an upcoming maintenance potentially driving up import demand and LNG prices, according to an S&P Global Commodity Insights analysis.

Brazil has typically been heavily dependent on hydroelectric power generation, but in the fall of 2021 the country was hit by severe droughts draining its hydroelectric resources, and as a result imported record LNG volumes from the US. This contributed to a run up in LNG prices with both Asia and the Atlantic left grappling for volumes in the tight market and the Platts-assessed DES Northwest Europe LNG Marker prices reached a then-record of $40.145/MMBtu on Oct. 5, 2021.

Prices have since come down and Platts, a part of S&P Global Commodity Insights, launched a DES Brazil assessment on Feb. 1 and assessed the market at $8.909/MMBtu, a 40 cents/MMBtu premium to the Northwest European marker.

Greece: Getting ready for a rebound | Maritime Crew

 Surprisingly soft recent growth numbers

After a solid second quarter, Greek seasonally adjusted GDP came in surprisingly soft in the third quarter of 2023, flat on the quarter (from 1.1% in 2Q23) but still amply positive on the year at +2.1% (from 2.6% in 2Q23). Lower government expenditure and soft exports were part of the explanation, together with slower consumption as pent-up demand weakened. However, consumption data looked somewhat puzzling given the country’s strong inward foreign tourism flows over the summer.

Growth-wise, the impact of floods which hit central Greece in September should have been contained in the third quarter, but more might show up in fourth quarter data, even though public funds might partly compensate. Having hit a relevant food-producing area, the floods have likely already had a role in keeping upward pressure on food prices, which, in November, were still growing at a strong 9% yearly rate.

Ship Sales Fall in 2023 | Maritime Union Of India

Activity in the S&P market was below 2022 levels, during the past year. In its latest weekly report, shipbroker Xclusiv said that “a total of 1,256 sales had taken place in the dry and tanker markets as of December 20th, representing a nearly 10% decline compared to the same period in 2022. More specifically, in the dry market, a total of 632 vessels changed hands within 2023, compared to 711 bulk carriers in 2022. The Handysize and Supramax sectors drove the dry S&P activity in 2023, with 149 and 142 sales respectively, followed by the Capesize sector with 98 sales. Although the number of transactions decreased for most sectors in 2023 compared to 2022, the buying appetite for Capesize, Ultramax, and Newcastlemax vessels increased significantly.

The shipbroker said that “during 2023, Capesize and Newcastlemax sales stood at 98 and 19 respectively, with both nearly doubling their sales volume compared to the previous year. In the Ultramax sector, 70 sales were recorded in 2023, representing an almost 10% increase compared to 2022. There was also a slight increase in the sales of vessels aged 0-5 years old, with 48 sales in 2023 compared to 34 sales in 2022. Conversely, the sales of older vessels (over 21 years old) decreased significantly, with just 31 sales in 2023, representing a decline of nearly 67%. Similarly, to 2022, the age group with the most transactions in 2023 was the 11–15-year-old group with 286 sales, followed by the 6-10 age group with 149 sales”. Xclusiv added that “on the tanker market, in 2023, the S&P activity eased from the 27-year high reached in 2022, with 618 sales recorded, representing a nearly 11% decline compared to the previous year. The MR2 and Aframax/LR2 vessels were the most sought-after, accounting for 269 transactions. Despite the slowdown in most segments, the MR2, Panamax/LR1, and VLCC segments bucked the trend, increasing by 11%, 17%, and 15%, respectively, year-on-year. While sales declined across almost all age groups, with drops of 25%, 28%, 11%, and 5%, respectively, for the 0-5, 6-10, 11-15, and 16–20-year-old groups, there was a significant increase (57%) for vessels aged 21+ years old. Greeks and Chinese were the primary buyers in 2023, acquiring 61 and 63 vessels, respectively. UAE and Turkish buyers followed with 53 and 37 sales. Greeks were also actively sellers, with 127 sales, with 68 of those vessels belonging to the 16–20-year-old group”.

Japan container conglomerate ONE halts Red Sea navigation, reroutes to Cape of Good Hope | Offshore Jobs

Japan’s container conglomerate Ocean Network Express has decided to suspend navigation away from the Suez Canal and the Red Sea in the wake of escalating security threats, rerouting its ships via the Cape of Good Hope instead or temporarily pausing voyages, the company said in late Dec. 19.

“Effective immediately, as a temporary safety measure, ONE will reroute our vessels away from the Suez Canal and the Red Sea,” ONE said in a statement.

“Instead, we will either navigate our vessels around the Cape of Good Hope or temporarily pause their journey and reposition them in a safe location.”

The Singapore-based container shipping arm of Japan’s NYK Line, Mitsui OSK Lines, and Kawasaki Kisen Kaisha (K Line) said it will continue closely monitoring the situation and reinstate services through the Suez Canal when the situation normalizes.

ONE has a fleet of 205 ships, including 35 super-large ships like the world’s largest 20,000 twenty-foot equivalent unit container ships, in a service network covering over 120 countries.

Asian seaborne thermal coal demand picking up, but prices stay soft | All Types of Marine Jobs

Demand for seaborne thermal coal in Asia is starting to pick up ahead of peak winter consumption, but prices are still trending weaker as soft European imports force suppliers to shift destinations for their exports.

Lower domestic prices in top importer China are also helping keep seaborne prices subdued as suppliers look to remain competitive in the world’s largest producer and consumer of the fuel used mainly to generate electricity.

Asia’s imports of seaborne thermal coal climbed to 75.77 million metric tons in October from 70.29 million in September, according to data compiled by commodity analysts Kpler

Best practices and safety considerations for nickel ore shipments | Shore Jobs In Shipping

General

The period from April to November marks the traditional typhoon season in the waters of the Philippines and China, coinciding with the peak season for nickel ore transportation in the Philippines. Typhoons and tropical storms pose significant challenges to the safe shipment of nickel ore. These weather conditions increase the moisture content before loading and cause severe rolling and pitching during the voyage and which in turn may result in liquefaction and shifting of the cargo.

Recently, a vessel covered by Skuld experienced a cargo liquefaction incident while en route to the discharge port. A vessel covered by another Club also faced a similar incident.

Best practice

The liquefaction of nickel ore during shipment can be attributed to two key factors, the moisture content of the cargo and the rolling and pitching of the vessel during the voyage. These factors, one internal and the other external, are both necessary conditions for cargo liquefaction to occur. However, by effectively monitoring and controlling these factors, the risk of liquefaction can be significantly reduced.

Closely monitoring moisture content of the cargo during loading and carefully managing navigation during passage are the best practices for preventing liquefaction incidents in nickel ore shipments.

Russia sees no grounds to renew grain deal – foreign ministry. | Marine Jobs

Russia sees no basis for renewing the Black Sea grain deal, the Russian foreign ministry said on Tuesday, less than two weeks before the expiration of the agreement which has allowed Ukraine to ship grain out of its Black Sea ports despite the war.

The ministry said in a statement Russia was doing everything so that all ships covered by the deal could leave the Black Sea before it expires on July 17.

Russia has long threatened to pull out of the agreement, complaining that promises to remove barriers to its own exports of grain and fertilizer have not been fulfilled.

It agreed in mid-May to renew the deal for two months, but since then has repeatedly said it sees no basis to extend it again this month.

In its statement, the foreign ministry said the Black Sea initiative had delivered Ukrainian grain to “well-fed” countries but failed to help those that needed it most in Africa, Asia, and Latin America.
